Metro reports RAC figures obtained through freedom of information requests to every UK police force: more than 30,000 drivers were caught doing 30mph or faster in 20mph zones last year. One driver was clocked at 89mph in a 20mph zone; another reached 114mph on a 30mph stretch. Speeds of 161mph were recorded on the A5 and M6. The RAC's own framing is that these figures reveal a nation "oblivious" to the risk, and it wants courts given power to fit anti-speed technology to offenders' vehicles.
The RAC's own explanation for these figures is that drivers are unaware of the risk. That explanation quietly does a lot of work, because it locates the problem in public ignorance rather than in the enforcement system itself. A speed limit is a rule stated in absolute terms: 20 means 20. In practice it functions as a threshold with graduated tolerance built in, where everyone, including the police, understands that the real enforcement line sits somewhere above the posted number. Nobody meaningfully expects a driver doing 22mph in a 20 zone to be stopped. That tolerance is not written down anywhere, but it is universally understood and factored into behaviour, which is exactly the mechanism Chapter 1 calls calibration, not rebellion: people are not breaking the rule so much as reading its real operating threshold and adjusting to it.
What the 114mph and 161mph readings show is what happens at the far end of that same logic once the gap between stated rule and enforced rule becomes wide enough. If the posted limit were genuinely the operating limit, tolerance would not exist at all, and the graduated leniency that makes low-level speeding a non-event would not be available to normalise the far more extreme readings sitting in the same dataset. The RAC calling this obliviousness treats it as an information problem. Reading it as calibration treats it as what it actually is: a rational response to a system that has never enforced its own stated terms consistently, and cannot then be surprised when some drivers extend that same calculation much further than the system intended.
